Description:

This position is in the Sector Operations Division, Department of Compact Operations (DCO) of MCC.

Although the position is advertised equivalent to GS-14/15, MCC uses a pay banded system to compensate employees. This position is pay band 3B/3A which is generally equal to GS-14/15.

Requirements:

To qualify for pay band 3B applicants must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4A (GS-13) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as; administering Federal grants, cooperative agreements, or awards and ensuring that US Government funds are properly planned, budgeted, obligated, and expended; applying knowledge of 2 CFR 200 and related appropriations law and procedures; providing expert guidance and advice to others regarding the expenditure of funds; conducting reviews of grantees for ensuring compliance with applicable laws, regulations, and guidance; drafting policies and operational procedures, guidance, templates and training material for grants, cooperative agreements, or awards programs; and communicating (both orally and in writing), with a variety of stakeholders to present, discuss and implement findings and recommendations. Note: This experience MUST be well documented within your resume or application.

HIGHLY DESIRABLES:
  • Extensive experience and full familiarity with 2 CFR 200, and its related regulations and procedures, for providing US government funds to non-government entities.
  • Knowledge of grants management in international donor agency with USAID or State Department or the World Bank context preferred. PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.
