This position is part of the Defense Threat Reduction Agency. The incumbent will support the full spectrum of Planning, Programming, Budgeting and Execution (PPBE) process.Requirements:
You may qualify at the GS-14, if you fulfill the following qualifications:A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Expert experience with the Federal Budget Process and the DoD PPBE system in order to develop long-range (multi-year) budgetary plans to support broad Agency missions.
- Experience with the Agency's missions, programs, and legislative history to develop budgetary policies to supporting programs goals.
- Expert knowledge of Congressional, OMB, and DoD budget processes, procedures, and requirements necessary to formulate, justify, and monitor the execution of the Agency's budgets.
- Interpret and apply complex legislative, policy, and regulatory decisions to develop budgetary plans, policies, and guidance and to make adjustments to the budget.
- Analyze the program-budgetary relationships to relate multi-year programs administered by the Agency to the planning, estimation, and modification of supporting multi-year appropriated fund budget requests to the DoD.
- Represent the Comptroller's viewpoint in formal meetings and dealings with senior-level Agency managers to discuss and resolve sensitive budgetary matters.
- Knowledge of OSD's Next Generation Resource Management System is preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
