Description:

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Financial Officer. Incumbent serves as an Accountant in the General Ledger section of the Accounting Division and performs accounting tasks associated with each of the EOP components under the team's cognizance. The incumbent serves as a mentor to interns and, advises and assists contractors.

Requirements:

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for Accountant, 0510. TRANSCRIPT REQUIRED.

A: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

or B: Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. -AND-

You may qualify at the GS- 9 level, if you meet the following minimum qualification requirement :One year of specialized experience equivalent to the GS-7 grade level in the Federal service or equivalent experience in the private sector which includes: 1.Knowledge of and competence in the application of generally accepted accounting principles, generally accepted auditing standards, and accounting theories, practices, methods, and techniques; 2. Generating statistical spreadsheets for the analysis of accounting data; 3. Understanding of Department of Treasury, General Accounting Office (GAO), Office of Management and Budget (OMB), Federal Travel, and EOP regulations and procedures, as well as, decisions of the Comptroller General and recent legislation affecting Federal accounting operations; and 4. Delivering oral and written communication to prepare and present findings and recommendations.
OR
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree
OR
A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
