Description:

This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of Chief of Enterprise Applications (OCEA), Product Management and Support Division. As a Product Owner within this division, you will manage one or more products which improves White House operations, from inception to deployment and ongoing maintenance. The Product Owner will work closely with stakeholders and with teams to ensure execution of key features of the product.

Requirements:

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

BASIC REQUIREMENTS: Applicants must meet one of the following criteria listed below in order to meet the basic requirement for IT Specialist (SYSANALYSIS), 2210.

Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the Basic Requirement above, applicants must also meet the Minimum Qualifications requirement below.

You may qualify at the GS-9 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-7 grade level in the federal service or equivalent experience in the private sector that demonstrates 1-applying the Software Development Lifecycle (SDLC) and Agile software development methodologies such as Scrum and Kanban, and 2-applying basic IT principles, concepts, methods, standards, and practices.
OR
EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of Education and Experience. (Combinations of successfully completed education and experience may be used to meet total qualification requirements for the grade levels above. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-9.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
