Description:

This position is located in the Institute of Education Sciences, Acquisition Program Management Office (APMO) in Washington, DC. The APMO is responsible for maximizing the effectiveness and efficiency of IES contract operations.

The position is telework eligible consistent with the Agency’s telework and remote work program policy.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-12, if you possess the specialized experience described below.

Specialized Experience for the GS-12

One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) following duties or work assignments:

1. Experience with acquisition regulations, including the Federal Acquisition Regulation (or similar), contract law, procedures applicable to acquisition and contract administration, and various types of contracts and contract methods.
2. Experience analyzing contract requirements, recommending revisions to statements of work or specifications, and deciding on the type of contract, milestones, and procurement plan.
3. Experience performing cost/price analysis at a contract or program level.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Knowledge of Federal or equivalent acquisition regulations and statutes as well as knowledge of pertinent laws, regulations, and policies related to program/operations.
2. Knowledge of ways to utilize various acquisition procedures and the ability to apply acquisition knowledge to analyze, review, and support program functions.
3. Knowledge of multiple sources of procurement and contract data to support acquisition planning.
4. Knowledge of ways to develop and implement acquisition policies and adapting agency or organization-level procurement policies to individual program needs.

You may meet the minimum qualifications for the GS-13, if you possess the specialized experience described below.

Specialized Experience for the GS-13

One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) following duties or work assignments:

1. Experience acquiring professional services through a variety of regulatory techniques including Federal Acquisition Regulations (FAR) Parts 8.4, 13, 16.5, and 15 and administering contracts and task orders of various types and complexity.
2. Experience in reviewing and editing acquisition packages, planning and executing acquisition strategies, and in developing and implementing acquisition policy.
3. Experience in reviewing and analyzing procurement and contract data in order to support future business decision making.
