The primary purpose of this position is to to assist with the oversight and coordinate specialized developmental care for children 6 weeks to 5 years of age in the child development program.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.


SPECIALIZED EXPERIENCE (CURRENT FEDERAL EMPLOYEES): Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience that demonstrates the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position including comprehensive knowledge of child development program rules and procedures extending training and experience to plan and perform a wide variety of interrelated child care assignments and resolve a wide range of problems. Extensive knowledge of early child development theory, methodology and practices relating to physical, intellectual, social and nutritional development to effectively interact with the children and adapt activities from OSD approved curricula as necessary for the individual needs of the child. Knowledge of child development program procedures to ensure processes such as receiving children from parents, maintaining accurate count of children, seeing children home at the end of the day are properly carried out. Ensure established procedures for preventing, treating and reporting all child injury, illness and/or abuse and neglect are adhered to.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Due to the use of 120 day rosters, those who meet TIG requirements within 120 days are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of comprehensive child development requirements, policies, procedures, and processes. Knowledge of appropriate early childhood guidance practices, techniques, and programs. Knowledge of physical, intellectual, social, emotional, and nutritional stages of development of young children in applying basic child development principles, concepts, practices to perform CDC operation assignments. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to adapt planned activities for children's individual skills. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space and proper management of equipment. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability and skill to lead subordinate employees and foster effective working relationship with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
