The primary purpose of this position is to provide planning, directing, organizing, and exercising control over plans,
programs, requirements, and projects at the Air Force Institute of Technology.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in Planning, Programming and Budgeting Execution (PPBE) to establish policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions, and Financial Plans; researching, collecting and consolidating student data statistics to meet graduation requirements for education requirement boards; applying a range of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across Department of the Air Force, DoD, various federal agencies, industry, and academia to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Knowledge of DoD Planning, Programming and Budgeting Execution (PPBE), Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions, and Financial Plans; and methods for developing budget forecasts, costs projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing POM, APOM, AFERB, BOV, self-inspection, agreements, and higher education accreditation. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. Skill in communicating, both orally and in writing, to provide seasoned consulting to leadership teams; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of unusually complex issues and problems, including justifying, defending, and recommending decisions. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
