ASSESSMENT FACTORS

1. Designs solutions that address the complex, sensitive, and multi-faceted issues, thereby maximizing organizational impact.
2. Identifies ways to facilitate cooperation and knowledge sharing across organizations to advance projects and goals.
3. Researches technology, process, and technique advances in information services area of responsibility and recommends changes to improve efficiency and effectiveness.
4. Solid practical understanding of languages such as HTML, CSS, XSLT and JavaScript for development of SharePoint sites / custom business solutions, Microsoft Teams and Microsoft Power Platform apps.
5. Experience using and managing commercial and Intelligence Community (IC) information / content management systems (CMS) such as HIGHPOINT (IC system), CORE, etc.

HIGHLY DESIRED SKILLS


1. Thorough understanding of classification management and derivative classification, to include classification marking in accordance with Controlled Access Program Coordination Office standards.
2. Experience managing multiple projects, to include communicating with the customer, establishing clear, realistic measurable milestones / objectives to ensure others understand direction, deadlines, and expected outcomes.
3. Experience with bi-lateral information sharing domains and dissemination, and knowledge of current foreign disclosure policies.

Individual Occupational Requirements

Basic Requirements:

Education (for GG-5 positions): A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

Or

Experience (for GG-5 positions): Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

Or

A combination of education and experience as described above.

Additional Requirements for Positions at GG-7 and Above

In addition to meeting the basic requirements, applicants for positions at grades GG-7 and above must have the amounts of education and/or experience required for the grade level as shown in the following table.

• Education: 2 full years of progressively higher level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position
• Experience: 1 year equivalent to at least GG-7

GG-11
• Education: 3 full years of progressively higher level graduate education or doctoral degree (Ph.D., M.D., or equivalent) related to the position
• Experience: 1 year equivalent to at least GG-9

GG-12 and above
• Education: None
• Experience: 1 year equivalent to at least next lower grade level

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Evaluation of Specialized Experience (for positions at GG-7 and above):

Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new
developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject matter field.
