The primary purpose of this position is to provide a Chief, Staffing Section and first-level supervisor in an operational personnel office. Supervises the installations civilian recruitment and placement programs at a complex, multi-mission Air Force Installation.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, and Administrative and Management Positions. Human Resource Management Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques, to include the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment governing federal appropriated fund civilian personnel management. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems. Knowledge of EEO, safety and security regulations, practices, and procedures. Ability to plan, organize, and direct a human resource office (e.g., personnel, budgeting, space management, safety, etc.). Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, position management, employee management relations and affirmative employment issues and problems. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Thorough knowledge and understanding of federal merit principles and personnel management functions, theories, and techniques and the relationships of the various personnel disciplines. Skill to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. Skill to gather factual data and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Knowledge of, and ability to interpret and apply laws, executives orders, regulations, policies, and concepts pertaining to affirmative employment and EEO issues. Knowledge of management and installation missions and objectives and their implications on personnel programs. Although a qualified typist and specialized computer skills are not required, many personnel processes are automated and familiarity with knowledge of operating a personal microcomputer and utilizing standardized computer software programs is highly desirable. Ability to plan, organize work and meet deadlines. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, trust, openness and respect for the individual by applying these values to daily behaviors. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
