Description:

The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.

Requirements:

Mandatory Requirements:

Broad knowledge of the IC mission, objectives, policies, and current events within the IC.

Proven experience in quantitative strategic analysis, such as systems engineering, operations research, and/or modeling & simulation, to support decision making, such as major strategic investment decisions.

Understanding of major NIP and MIP requirements, funding priorities, and affordability for major system acquisitions (MSAs), special interest acquisitions (SIAs), and/or experimental research demonstrations (ERDs).

Proven superior analytical and critical thinking skills, including the ability to think strategically, to use data analytics to inform strategic decisions, and to develop options and recommendations for decision makers.

Working knowledge of products and processes of the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) and IC Capabilities Requirements (ICCR) oversight processes. Understand the process and preparation of Cost Estimates, Statements of Capabilities, and Analysis of Alternatives.

Exhibit a solid understanding and value of the importance of systems of systems engineering to ensure requirements for capabilities and services meet the end-to-end needs for mission, address mission gaps, and support or avoid redundancy as appropriate.

Exhibit excellent interpersonal skills, ability to work effectively with senior leaders from inside and outside the USG, to advocate and advance ODNI policy, and to communicate, coordinate, and develop a professional network across the IC.

Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.

Possess superb oral and written communication skills and demonstrated ability to conduct filter and synthesize data, and produce clear, logical, and concise products.

Record of success in building teams, leading change, and working effectively with others in a diverse, complex and evolving environment.

Expert ability to plan, manage and complete complex, multi-faceted projects involving government and contractor personnel.

Leadership of multi-stakeholder meetings on potentially contentious issues to formulate analytically-based options or recommendations to support senior leadership deliberations and decisions.

Desired Requirements:

Degree in technical discipline such as Engineering, Sciences or Math.

Systems engineering or management experience of large acquisition programs portfolios.

Experience driving innovative acquisition, preferably in other Federal or private sector organizations.

Superior expertise in federal policies, portfolio development and management, and regulations relative to national security programs.

Ability to coordinate programmatic and interface activities with OMB, USD (A&S), USD (I&S), and IC components.
