The primary purpose of this position is to erve as the Air Force's Housing Advisor under the general administrative direction of the Director, Installations Directorate (a SES-level position) who makes assignments of a very broad and general nature covering long range program plans, objectives and policies.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of this announcement one year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Specialized experience includes the ability to interpret and implement administrative laws, policies, regulations, and precedents applicable to military housing programs (to include privatized, unaccompanied and government owned Military Family Housing) to provide technical and functional guidance; recommendations and or decisions regarding housing acquisition, development, management, leasing, and disposal of housing assets; promote mission readiness by institutionalizing privatized housing management programs and procedures; experience managing and advocating for military housing programs at echelons above installation level.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of housing advisory program management concepts, principles, practices, standards, methods, and techniques to assess and apply new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized housing programs of marked difficulty, responsibility, and significance.
2. Knowledge of missions, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence housing acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
3. Extensive knowledge of Federal, DoD, and Air Force laws, regulations, principles, policies and practices of housing programs.
4. Skill in developing, evaluating, recommending, and implementing best business practices relative to the AF housing programs.
5. Skill in conducting regular periodic reviews of subordinate organization housing programs and evaluating results to access accomplishment of HQ USAF program requirements.
6. Ability to establish and maintain effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
