The primary purpose of this position is to serve as a real estate advisor in support of AF worldwide real estate assets w/responsibility for acquisition, disposal; management of real property assets, and in the investigation/resolution of the most complex and involved problems having exceptional economic, social, or political impact upon the community or environment.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes that I have or will have within 120 days of the closing of this announcement, one (1) year of specialized experience, at the next lower grade (GS-12 or higher) or equivalent level (may have been obtained in the federal service, military, or public sector). Specialized experience includes developing goals and objectives that integrate organization and real estate accountability objectives; establishing policies and procedures for accomplishment of real estate accountability activities; programming, budgeting, funding, formulating, evaluating, negotiating, and executing real estate operations; ability to consult and work effectively with military services on Facility Privatization as well as real estate disposal and acquisitions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

I. Ability to accomplish and/or review extremely complex real estate transactions which involve direct consultations and negotiations with Federal agencies, State governments, local community, officials, airport authorities, and landowners in matters associated with the acquisition, management and disposal of Air Force real estate assets.

2. Skill in evaluating need for supporting environmental and legal documents to support real estate transactions, obtaining and reviewing documents, and assembling the real estate package for required approval.

3. Knowledge of Federal, State, DOD, and Air Force laws, regulations, principles, policies, and practices of real estate programs.

4. Skill in analyzing and interpreting a wide variety of issues and recommending practical solutions to problems.

5. Ability to teach Air Force real estate practices and procedures both in an informal and formal environment to include video teaching from the Air Force institute of Technology.

6. Advanced skills in the areas of oral and written communications and interpersonal relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
