Description:

As a Benefits Analyst at the GS-0301-09/11, you will be part of the Program Analysis and Development (PAD) Group, Program Development and Support (PDS) within the Healthcare and Insurance (HI) Division of the U.S. Office of Personnel Management (OPM). If selected, you will be responsible for the identification, analysis, development, and enunciation of Federal insurance benefits for all eligible individuals.

Requirements:

For the GS 09: Must have one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the private or public sector) performing the following: 1) Conducting work to support benefit programs such as health, dental/vision and life insurance; 2) Conducting studies that involved any aspect of a benefit program; and 3) Present information in writing of analysis regarding benefits policy, research, and/or evaluation findings. Note: Your resume must fully support this experience.

OR

Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or LL.B or J.D. (You must submit a copy your transcripts.) accepted degrees for this position are as follows: Business Administration, Management, Political Science, Public Policy, other related degree programs.

OR

Have combination of experience and education with qualifies for the GS-9 level. (You must submit a copy your transcripts.)

For the GS 11: Must have one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the private or public sector) performing the following: 1) Assisting with analysis and evaluation of benefits program policies such as health, dental/vision and life insurance; 2) Providing input for the development of a benefits program policy; and 3) Writing and presenting professional documents such as regulations, legislative language or guidance related to a benefits program. Note: Your resume must fully support this experience.

OR

Have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D or LL.M.(You must submit a copy your transcripts.) accepted degrees for this position are as follows: Business Administration, Management, Political Science, Public Policy, other related degree programs.

OR

Have combination of experience and education with qualifies for the GS-11 level. (You must submit a copy your transcripts.)

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
