Description:

This position is located at US Mint,Headquarters-Off of Dir/Chief Admin Off/FIN DEPT/Procurement Div/PROCUREMENT OVERSIGHT BR. As a CONTRACT SPECIALIST, you will be overseeing and providing technical supervision of field and Departmental procurement activities; interfacing with the Department of the Treasury on procurement matters; performing staff procurement functions; and developing and implementing policies and procedures.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:

- Managing a Purchase Card Program and a Contracting Officers Representative Program; AND
- Procurement cost and price analysis and techniques to review contractor proposals, bids, termination agreements, and contract closeout proposals; AND
- Performing contracting activities such as planning and coordinating in support of a procurement program.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position is defined as:

- Experience as a team member managing a Purchase Card Program and Contracting Officers Representative Program; AND
- Performing contracting activities in support of a procurement program.

OR
3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. (Attach a copy of your transcripts to ensure you receive proper credit).

To qualify on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12 you must have been at the GS-11level for 52 weeks.
For the GS-11 you must have been at the GS-09level for 52 weeks.
