Requirements:

One year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include identifying and following detailed, established processes to troubleshoot and resolve IT system errors and perform routine IT responsibilities. Solutions to problems are thoroughly documented and made available to others to resolve similar issues.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes working closely with developers to identify and provision necessary hardware and software environments. In addition, works closely with other units within the organization to identify and accomplish mutual objectives.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include the ability to work with end-users and software engineers to develop technical requirements. This includes working in a collaborative and professional manner to explore options while also explaining the costs and benefits associated with possible technical solutions. Includes the ability to clearly explain complex technical issues in a manner understandable to non-technical personnel.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include developing and/or using software applications to identify problems and working individually or with a team to determine the source or root cause of the problem. Additionally, works individually or with a team to generate and implement possible solutions.

GS-13: In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-12 or pay band in the federal service or equivalent experience in the private or public sector:

Experience using modern, complex IT systems, principles and practices to effect integration among various technologies (such as data communications, software engineering, knowledge management, databases, etc.) and IT systems;
Expertise in developing and optimizing business intelligence (BI) reports and dashboards. In-depth knowledge of data modeling and data visualization concepts;
Advanced knowledge of business intelligence language(s) used for report customization. Strong knowledge of SQL for data manipulation and extraction;
Experience with project lifecycle, leading a team in aspects of a project lifecycle, able to define project scope, requirements and deliverables, and able to use relationships to coordinate project activities;
Experience conducting preliminary analysis and feasibility studies in order to identify user requirements, management issues and objectives, and provide alternative solutions; and
Experience conducting analyses of complex systems to create design and screen layouts, reports, tables, and queries.

GS-12: In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector:

Experience working with project lifecycle, and able to define project scope, requirements and deliverables;
Experience using modern, complex IT systems, principles and practices to effect integration among various technologies (such as data communications, software engineering, knowledge management, databases, etc.) and IT systems;
Experience in developing business intelligence (BI) reports and dashboards;
Knowledge of data modeling and data visualization concepts;
Experience with business intelligence language(s) for report customization;
Knowledge of SQL for data manipulation and extraction;
Experience with systems security to analyze and develop strategies for ensuring integrity of applications and databases; and
Modifying existing software systems; and Maintaining relationships to coordinate project activities.

Applicants must also have IT-related experience demonstrating each of the six competencies listed below.

Application Software - Design, documentation, development, modification, testing, installation, implementation, and support of new or existing application software. Develop software solutions which provide integrated information management and information technology capabilities to meet specified warfighter and business requirements. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders. Oral Communication - Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Information Technology System Design - Design software, hardware, and technology architecture that optimize user's performance to accomplish required business outcomes. Information Technology Knowledge Management - Create organizational efficiencies through collaboration and knowledge sharing derived from intellectual assets and processes. Integrate and display information from disparate sources to aid the decision-making process.
