This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction.
The primary purpose of this position serves as a technical expert, providing advice, guidance and interpretation for different and unrelated program processes and methods. Consults with all levels of management, headquarters personnel, other federal agencies, and to foreign and commercial organizations ensuring requirements and funding are met.
This is a non-bargaining unit position.

Specialized Experience:To qualify for the GS-14, applicants must have at least one year specialized experience equivalent to the GS-13 grade level, OR equivalent public or private sector experience. For this position specialized experience is defined as: Developing management plans that integrate business, technical and support requirements for administrative programs. Preparing reports and other presentations on program planning and evaluation; recommending and participating in developing strategies for implementing planning for a major office or program. Providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods, researching, analyzing, and providing expert technical advice and assistance on complex program issues. All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Position Requirement: FAC-C Level III in Contracting Officer Representative (COR) certificate (or DAWIA equivalent). Certification prior to hiring is essential, and a copy of certification must be provided at the time of application.
