Description:

This position is part of the Chemical Safety and Hazard Investigation Board, Chemical Safety and Hazard Investigation Board. The incumbent will be responsible for providing analytical, technical, and administrative support related to travel, and government purchases, in addition to performing introductory budget processes.

At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes 1.) Serves as a reviewing official for travel authorizations and vouchers in the travel management system as delegated by the Director of Financial Operations. In addition to processing and reconciling travel vouchers to ensure accuracy and compliance with federal policies, laws, rules, and regulations; 2) Performing a variety of analytical, technical, and administrative work in any of the phases or systems of budget administration; researching, analyzing, and processing information related to financial transactions to ensure accuracy; Analyzing accounting records to solve financial problems and identify trends; 3) Monitoring financial obligations and expenditures to ensure compliance with financial management policies and procedures; Analyzing and reviewing financial, budgetary, purchase card payments and reconciliations; and procurement documents, reports, and records to identify errors and inconsistencies; 4) Providing technical guidance on a variety of financial matters to various stakeholders; AND 5) Assisting with audit inquiries, performance accountability reporting compilations, and requests.; ALL MUST BE FOUND IN YOUR RESUME TO BE FOUND QUALIFIED OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following fields; OR
C. A Combination of education and experience as listed above.
Educational Information: Such education listed above MUST demonstrate the knowledge, skills, and abilities necessary to do the work.
Graduate Education: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Combining Education and Experience: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions.

At the GS-12 level, you must meet the following qualifications:
A. One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes 1). Updates the Agencies Operating Budget to include payroll reconciliation, forecasting, procurement, deployment, and travel analysis. Performs quarterly open obligation reviews to confirm funding availability and accuracy. Researches and analyzes budgetary and financial issues concerning investigative and non-investigative transactions; 2). Assists with completing the Congressional Budget and preparing annual notation items for fiscal year planning and Board vote/approval. Identifies discrepancies in budgetary tables and performs data analysis to confirm the accuracy of prior and projected year funding levels; 3). Serves as the sole point of contact for all Provider By Client (PBC)list items during the annual Financial Statement Audit. Works closely with the Director of Financial Operations to ensure all audit deliverables are completed and submitted on time; 4). Assists and supports the Director of Financial Operations with compiling and editing the annual Performance Accountability Report (PAR). Reviews all investigative and non-investigative updates for accuracy; AND 5). Administers and manages the agency Federal Purchase Card and Travel Card Programs; conducting new hire travel training and annual purchase card training. Overseeing agency purchase cardholder program. ALL MUST BE FOUND IN YOUR RESUME TO BE FOUND QUALIFIED.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
