Description:

This position is located in the Office of International Programs (OIP), International Operations (IO) Branch. The supervisor is Sabrina Atack. This is a Non-Bargaining Unit position. Minimal travel is required. This position is subject to Confidential Financial Disclosure reporting requirements and subject to security ownership restriction reporting requirements.

Requirements:

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade (GG-14) level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated ability to provide direction and guidance to others, including initiative, attention to detail, and ability to work independently with minimal supervision and be responsible for the review of work activities to support NRC’s international activities. (EXAMPLE: Describe specific experience, training or developmental assignments which demonstrates both your ability to review and comment on the work of others based on the needs of the organization and to provide guidance to a group. Describe specific assignments which have required you to work within a group/team environment. Describe your experience functioning as a group or team leader. Include your experience that required attention to details. Describe any training or developmental assignments you have undertaken to develop or further your group, team and/or supervisory skills. Describe your experience and accomplishments organizing, coordinating, and managing projects.)

2. Ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, with colleagues, management in headquarters or regions, the Commission, members of the public, representatives of international organizations or other Federal or State agencies. Consistently writes clear, error-free, organized and complex documents and/or correspondence. (EXAMPLE: Describe specific training, education, and experience that demonstrates your ability to present information, ideas, and recommendations in a clear, concise, and logical manner, both orally and in writing. Describe the types of material you have written and their purposes. Discuss with whom you verbally communicate and for what purposes. Provide examples of experience which demonstrate your ability to lead discussions of a complex nature to diverse groups who often have competing goals. Be specific as to the audience, indicating the level of management or other agency offices or units, local/state officials, industry representatives, international organizations, Federal agency officials and members of the public.)

3. Experience, education and/or training which demonstrates your knowledge of the U.S. Government (USG) budget formulation process, budget formulation process, budget execution, federal procurement and federal acquisition regulations, and human capital regulations. (EXAMPLE: Describe your experience and knowledge of policies related to budget formulation, budget execution, federal procurement and acquisition regulations, and federal human capital regulations.)

4. Ability to direct, lead, and manage staff managing an organization’s budget execution, human capital initiatives, training, and miscellaneous administrative functions. (EXAMPLE: Describe specific training, education, and experience that demonstrate your ability to manage a diverse workforce; create and foster a positive team environment; identify personnel needs; select, motivate, and develop personnel; apply equal employment opportunity (EEO) principles and practices; balance work among employees; establish standards and evaluate performance; ensure adequacy of internal controls; identify labor market conditions affecting availability of resources; recognize potential; and delegate authority.)

5. Ability to establish effective working relationships for the purpose of exchanging information on administrative, technical, or policy-related subjects. Ability to reconcile or clarify differing views and opinions. (EXAMPLE: Describe specific experience, training, and accomplishments which demonstrate your ability to deal effectively with a variety of persons (e.g., subordinates, supervisors, senior managers, peers, industry, government officials), using tact and diplomacy; use informal and formal networks to build support; consolidate complex and diverse opinions into concise, balanced and well-founded comments; negotiate agreements; and foster a motivated team atmosphere. Provide specific examples of the successful use of your ability to establish effective working relationships. Discuss your ability to establish effective working relationships with persons inside and outside your immediate organization. Discuss any experience you have with organizing, coordinating, and planning meetings.)

SPECIALIZED EXPERIENCE includes experience that demonstrates ability to provide direction and guidance of international support programs, such as international program management; agency-wide international program cost accountability code management; office-level budget execution; coordination and planning of the agency's nuclear safety attaché position, budget and resources; and coordination and planning of foreign assignees.
