Description:

As the Program Director, Assembled Chemical Weapons Alternatives (ACWA), the incumbent will have the responsibility for the safe, effective, and compliant closure of the chemical weapons destruction facilities at U.S. Army Pueblo Chemical Depot in Colorado and Blue Grass Army Depot in Kentucky. The ACWA program under Title 50 United States Code 1521 is currently transitioning from destruction operation to program closure and is scheduled to end in three years.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statement to no more than 2 pages.
Demonstrated knowledge and the ability to successfully manage and assure technical compliance of a comprehensive chemical demilitarization or related program to include the development, implementation, and policy / program oversight to include relevant federal and state laws and regulations. Demonstrated ability to work effectively at senior levels across a wide variety of Department of Defense, interagency and public partners, including state and local, foreign governments and/or international organizations. Demonstrated ability to effectively and innovatively present and develop strategic efforts of an organization that performs complex operations, simplify as needed based on audience, and provide recommendations on policies and approaches to effectively execute the duties and responsibilities of the Office. Demonstrated level of program management expertise including demonstrated ability to manage and direct a significant annual program budget; in addition to, sound acquisition management principles, concepts, and practices applicable to major defense acquisition programs.
