Specialized Experience:

NOTE: If you are using education in place of specialized experience, please read the Education section of this announcement. Only certain Major Studies will be accepted. You MUST submit a copy of your transcripts.

For the GS-09: One year of specialized experience equivalent to the GS-07 level in the federal service implementing corporate decisions, guidance, laws, regulations and policies in the development and support of projects; and assisting in negotiating and integrating all functions (i.e., planning, design, cost-engineering, construction, property, contracting etc.), sponsor/customer needs in support of assigned project into a comprehensive construction document including drawings, specs, and statement of work.
-OR-
Completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related to the position. Directly related degrees: Engineering, Business Administration, Industrial Arts, or Property Management.
-OR-
Combination of specialized experience and related graduate education. Only graduate education beyond the first 18 semester hours will be combined with the specialized experience.

For the GS-11: I have at least one year of specialized experience equivalent to the GS-09 level in the federal service implementing corporate decisions, guidance, laws, regulations and policies in the development and support of projects; and assisting in negotiating and integrating all functions (i.e., planning, design, cost-engineering, construction, property, contracting etc.), sponsor/customer needs in support of assigned project into a comprehensive construction document including drawings, specs, and statement of work -AND- controls and manages project milestones and budgets from planning through construction and initial operations. Also analyzes and recommends ways to improve project effectiveness, efficiency, and productivity; allocates project funds to construction work activities, consistent with progress attained.

Completed a Ph.D., or equivalent doctoral degree, or possess three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Directly related degrees: Engineering, Business Administration, Industrial Arts, or Property Management.
-OR-
Combination of specialized experience and related graduate education. Only graduate hours in excess of two years (36 hours), is creditable towards meeting this requirement.

For the GS-12: One year of specialized experience equivalent to the GS-11 level in the federal service implementing corporate decisions, guidance, laws, regulations and policies in the development and support of projects; and assisting in negotiating and integrating all functions (i.e., planning, design, cost-engineering, construction, property, contracting etc.), sponsor/customer needs in support of assigned project into a comprehensive construction document including drawings, specs, and statement of work. -AND- controls and manages project milestones and budgets from planning through construction and initial operations. Also analyzes and recommends ways to improve project effectiveness, efficiency, and productivity; allocates project funds to construction work activities, consistent with progress attained. -AND- Monitors constructions to ensure that schedules and quality control is maintained. Ensures all work is performed in accordance with all applicable safety regulations and building codes. Manages projects funds for acquiring construction supplies and services that fall within the purchase threshold.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Physical Demands:
In addition to work required in the office, the work requires considerable physical activity while completing venue construction activities. This work requires considerable walking, standing, bending, sitting, or crouching in position that may be tiring or uncomfortable. Also works on ladders and scaffolds, which require the incumbent to work overhead or in stretched, cramped, or awkward positions. Continually handles objects weighing up to 10 pounds and occasionally may lift and carry items that weigh about 50 pounds.

Work Environment:
In addition to the work and duties that involve regular and recurring work on construction sites, work may be performed in an office setting. Construction site work requires use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.
