Description:
This position is located in the Bureau of Justice Assistance, Policy Office, Behavioral Health & Justice Systems, Technical Assistance & Workforce Coordination team. Serves as a Supervisory Senior Policy Advisor as an expert and authority in planning, developing and managing criminal justice and behavioral health programs, including workforce development and financing for treatment and recovery supports, training and technical assistance programs. Coordinates on improvement of program outcomes.Requirements:

Screen Out Factor:
Experience at the statewide or local jurisdiction-wide level in workforce development and financing for treatment and recovery supports for people with behavioral health disorders in the criminal justice system.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include planned and prepared documents related to criminal justice and behavioral health programs, including workforce development and financial for treatment and recovery supports, and training and technical assistance programs issues; employed analytical techniques to evaluate findings related to criminal justice and behavioral health programs, including workforce development and financial for treatment and recovery supports, and training and technical assistance program accomplishments; developed grant management policies in criminal justice and behavioral health programs, including workforce development and financial for treatment and recovery supports, and training and technical assistance programs issues; or served as a technical expert in evaluation of complex discretionary grants, contracts and/or agreements related to criminal justice and behavioral health programs, including workforce development and financial for treatment and recovery supports, and training and technical assistance program implementation.
TECHNICAL QUALIFICATIONS:
Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:
Ability to provide advice and guidance on criminal justice and behavioral health programs, including workforce development and financial for treatment and recovery supports, and training and technical assistance grant and cooperative agreement policies, Standard Operations Procedures, and guidelines.
Ability to apply analytical methods and techniques in the identification and resolution of criminal justice and behavioral health programs, including workforce development and financial for treatment and recovery supports, and training and technical assistance programs.
Ability to plan and execute work.
Ability to communicate in writing.
Ability to communicate effectively other than in writing.
Ability to supervise.
Knowledge of financing methods, procedures, and practices used in treatment and recovery supports, and training and technical assistance programs.
