Description:
The International Food Assistance Division administers and manages the development, implementation, evaluation, and funding allocations for the McGovern-Dole Food for Education and Food for Progress programs. This position provides general expertise in, and performs specialized duties for, grants and contracts management, funding planning, managing inter-agency agreements (IAA), finalizing agreement closeouts, and leading monitoring/compliance reviews.This position is in the Bargaining Unit.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT:
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level; or its non-federal equivalent that included experience: interpret and apply federal laws, regulations, policies and procedures of agency programs and rulemaking operations to guide and assure implementing entities are complying with agency requirements; experience in analyzing, investigating, and resolving complex, unique, and sensitive international problems and issues, to recommend guidance and policy; proficient with computer, software tools, and financial management systems such as Financial Management Modernization Initiative (FMMI), Web-Based Supply Chain Management (WBSCM)(Web-based ordering and procurement system) or QuickBooks.
NOTE: Grants Management Certification and/or training in Grants Management is highly desired.
Note: There is no education substitution for this grade level.
