The position is located in the Office of Equal Employment Opportunity (Office of EEO), at the U.S. International Trade Commission in Washington, DC. The Office of EEO's mission is to utilize proactive, strategic, and comprehensive measures to advise the USITC's Chair and the USITC workforce on EEO laws, regulations, policies, procedures, and programs.Requirements:
Applicants must meet all of the qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Applicants must have the general and specialized experience outlined below which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.To be hired as an Attorney with us, you must:
- possess at least a Bachelor of Laws (LL.B) degree or a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association; AND
- currently be a member in good standing of the Bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. IN ADDITION to meeting the requirements above, you must meet the specific and/or specialized experience below:
BASIC REQUIREMENT
To Qualify for the GS-13: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have three (3) years of professional legal experience with at least one year being equivalent to the GS-12 grade this specialized experience should include the following: (1) demonstrated research and analytical ability regarding federal EEO laws, EEOC regulations, and the EEOC's sub-regulatory guidance; (2) strong oral and written communication skills; and experience with EEO work;(3)experience evaluating EEO programs and providing recommendations and legal advice for improvement, in compliance with applicable regulatory and statutory requirements and guidance; (4) experience analyzing, monitoring and evaluating EEO complaints to identify problem areas and develop employment dispute resolution strategies.
To Qualify for the GS-14: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have four (4) years of professional legal experience with at least one year being equivalent to the GS-13 grade level this specialized experience should include the following: (1) demonstrated research and analytical ability regarding federal EEO laws, EEOC regulations, and the EEOC's sub-regulatory guidance; (2) strong oral and written communication skills; (3) experience evaluating EEO programs and providing recommendations and legal advice for improvement, in compliance with applicable regulatory and statutory requirements and guidance; (4)experience analyzing, monitoring and evaluating EEO complaints to identify problem areas and develop employment dispute resolution strategies; (5) experience identifying institutional and systemic EEO and DEIA problems, complaint trends, organizational reviews, and workforce analyses to address, analyze and provide advice on solutions to issues that are identified.
